Personio documented a third Payroll tier — Expert — alongside Standard and Pro, in which a tax-consultant partner oversees payroll validation and monthly approval. Personio markets it as charging 'software and additional Support per employee people instead of per payslip', making it a deliberate switch of billing unit against the payroll-bureau norm.

Personio’s help-centre article About the Personio Payroll Expert plan was created on 2025-01-10 (Zendesk created_at), which is the earliest first-party date available for the tier; the article was last revised 2026-05-13. Personio does not publish a Payroll price in any currency, so the tier’s commercial significance is in its unit, not its rate: Expert is marketed as charging “software and additional Support per employee people instead of per payslip”.

That matters because Payroll is the one Personio app with a genuinely separate commitment structure. The Personio Payroll addendum to the General Terms sets out a User Commitment distinct from the platform subscription’s, and it is materially stricter:

  • The customer “must pay the subscription fees for the User Commitment during the subscription term” — a hard floor, not a target.
  • The commitment “can only be changed on renewal, subject to the customer providing notice of the change no later than 90 days’ prior to the Personio Payroll renewal subscription date”.
  • Users beyond the commitment are billed as overage, “invoiced monthly in arrears for the applicable overage fees at the same net fee per user rate as applied in the quote documentation”.
  • The billing month runs calendar-month, each invoice is “determined by the User Commitment and the previous month’s overage fee”, and “the customer must in any event pay no less than the User Commitment subscription fee in any month”.

So Personio Payroll is a commitment-plus-overage meter with a monthly floor and a once-a-year adjustment window — a structurally different instrument from the platform seats it sits on top of, and the closest thing in the Personio catalogue to a classic usage-based contract.
