Twilio's Conversational AI layer reached GA with five new meters

Conversation Orchestrator, Conversation Memory and Enterprise Knowledge became generally available, adding per-1,000-character, per-profile, per-recall and per-GB-hour billing dimensions that stack on top of existing channel fees.

Before

Twilio's Conversational AI surface metered ConversationRelay per voice minute (GA since 14 May 2025) and Conversation Intelligence per 1,000 characters. Conversation Orchestrator, Conversation Memory and Enterprise Knowledge were not generally available.

After

Five additional published meters: Conversation Orchestrator at $0.0002 per 1,000 characters ingested; Conversation Memory at $0.0028 per 1,000 characters for memory generation (input plus output), $0.007 per memory recall and $0.005 per daily utilized profile with the first 100,000 customer profile operations free each month then $0.08 per 1,000; Enterprise Knowledge at $0.018 per GB-hour of storage and $0.005 per retrieval. Conversation Relay is $0.07 per minute. Channel costs for SMS, Voice, WhatsApp and Chat continue to bill separately.

Twilio’s Conversations layer reached general availability on 6 May 2026, and with it a set of AI meters that are notable for what they do not do: they do not replace the channel fee underneath them. A voice conversation routed through Conversation Relay pays $0.07 a minute for the relay and the ordinary Twilio voice minute rate on top; an orchestrated SMS thread pays $0.0002 per 1,000 characters ingested and $0.0083 per segment.

The unit choice is also worth noting. Twilio metered the AI layer in characters, profiles, recalls and GB-hours rather than in tokens or credits — units a customer can count from their own data before sending anything, which is consistent with the rest of the portfolio and unusual among 2026 AI product launches.

Conversation Intelligence sits alongside these at $0.005 per 1,000 characters for Twilio-authored Language Operators (input plus output) and $0.002 input / $0.018 output for Custom Operators, with voice transcription metered separately at $0.024 a minute batch and $0.027 a minute streaming.
